Coalition agreements

The political contract signed by the parties forming a government: what will be done, which party gets which ministry, and how they will vote. The law requires its publication.

After the elections, the person tasked by the president with forming a government negotiates with parties that together will reach a majority.

All steps in text
  1. After the elections, the person tasked by the president with forming a government negotiates with parties that together will reach a majority.
  2. Each party signs an agreement: which ministries it will receive, which laws will be advanced and which will not, and how it will vote in the Knesset.
  3. The Government Law requires the full agreement to reach the Knesset secretary within three days of signing. This also covers agreements on no confidence, the budget or adding ministers.
  4. The Knesset publishes the agreements online so anyone can compare them with election promises.

✗Common assumption A coalition agreement is a law.

✓In practice No. It is a political agreement between parties. Every change it promises still needs to pass in the Knesset as a law or in the government as a decision.

Why it matters

The agreements show what the government has actually committed to do, sometimes more than any campaign speech. New agreements will be signed after the 2026 elections, and they are worth reading.
