No-confidence votes

It is not enough simply to bring down a government. An alternative government must be presented in its place, with 61 supporters.

The opposition submits a motion of no confidence in the government.

All steps in text
  1. The opposition submits a motion of no confidence in the government.
  2. The motion must present an alternative government and its proposed prime minister.
  3. At least 61 members must support it. If passed, the alternative government takes office without an election.

✗Common assumption No confidence removes the government and triggers elections.

✓In practice No. No confidence replaces one government with another within the same Knesset. Elections come through dissolution of the Knesset, for example by a dissolution law or when the budget does not pass.

Why it matters

Because of this rule, most no-confidence motions are political statements rather than real threats. Governments in Israel usually fall through dissolution of the Knesset.
